    Adds a background CSS styles processing rules.

    The normalized value is stored as:

    const styles = {
	background: {
		color,
		repeat,
		position,
		attachment,
		image
	}
};

    Note: Currently only 'background-color' longhand value is parsed besides 'background' shorthand. The reducer also supports only 'background-color' value.
